The Russian proposal indeed contains a provision to leave the final clarification of Artsakh’s political status to the future, but Azerbaijan has not agreed to this, and until now we haven’t seen Russia’s ability or will to impose this provision…

…Instead, the corridor is not similarly left to future determination but is demanded now. That is, it turns out: give Meghri now, and we’ll talk about Karabakh in the future. 

The Artsakh dispute has become and will continue to be Russia’s main means of extracting concessions from Armenia.
