Dilemma 38: Armenia’s Finances and Economy

In the next episode of the “Dilemma” podcast, dedicated to security issues, these questions are analyzed by Ara Chalabyan, lecturer at the American University of Armenia and president of Armenia’s Internal Auditors Association; Hayk Chobanyan, senior advisor and former Minister of High-Tech Industry of Armenia; and Areg Kochinyan, head of the Research Center on Security Policy.

A small country is inherently quite limited in having something entirely autonomous or independent. One of the critical challenges is that we must be part of a certain ecosystem, as within that larger ecosystem, we can utilize our capabilities more broadly or effectively. Being in this isolated corner of the world — a closed-off space for us — we cannot ‘rise above ourselves’ alone; in other words, we need to be able to play a significant role within a larger system. Such a system also inherently provides a certain level of security.”

There are no decisions or solutions here consisting of a single component, a single step, or an ‘elegant’ fix. What we face are challenges requiring long-term programs, strategies, and comprehensive approaches—areas in which Armenia’s political and economic elite have long struggled and displayed weaknesses. The first answer to our problems is diligent, foundational work.”
