Artsakh President Arayik Harutyunyan refused to meet with the Minsk Group co-chairs, for which purpose he had arrived in Yerevan. Arayik Harutyunyan’s press secretary Vahram Poghosyan stated that the reason for refusal was an incomplete format. In other words, the Artsakh president refused the meeting because Russian co-chair Popov is not among the co-chairs
