An equally, perhaps even more important issue is that neither the Ministry of Emergency Situations nor the state administration system in general has pre-developed and effectively implemented procedures (protocols) designed for emergency situations…


In fact, all the sectors of public administration in Armenia, all systems are in free fall, crushed, it’s just that the bankruptcy of each of them is only visible in the case of a sectoral crisis.
