In an interview with JAMnews, Areg Kochinyan, President of the Research Center on Security Policy, addressed the objectives of Putin’s visit to Baku, noting that it encompasses a broader context than it might initially appear. “The Russian Federation is recalibrating its position in our region and acquiring a new strategic partner or ally. Russia is beginning to pivot away from Armenia substantively and is growing closer to Azerbaijan.”
The reason behind this shift is the convergence of interests between Moscow and Baku on numerous issues, such as the sale and resale of energy resources through the territory of Azerbaijani, and a significant factor—the similarity in the political regimes of the two countries. “Both have evolved into entrenched autocracies, leading among unfree states.” However, according to the political analyst, the Russian-Azerbaijani alliance will not be as profound as the one with Armenia, given that Azerbaijan does not possess the same dependencies on Russia that Armenia previously had.
