A comprehensive vision has been formulated around the Peace Treaty encompassing four key packages for further discussion, namely: demarcation and delimitation, communications, the establishment of diplomatic relations and the pursuit of peace.
However, recently, based on the joint decision adopted by the Armenian and Azerbaijani parties, respectively, the two packages (demarcation and delimitation, communications) have been removed from the main text of the Peace Treaty. The mentioned topics are currently being discussed and are intended to furtherly be addressed in a different format.
As noted by Areg Kochinyan, “there are challenges concerning the communications package, the most notable of which is the failure by Azerbaijan to apply the principle of “reciprocity”.
In other terms, while Armenia is willing to offer extra security guarantees to Azerbaijan on the road passing through Meghri, through either international or private organizations, Azerbaijan is not willing to compromise offering similar guarantees in terms of the Yeraskh-Meghri-Iran route, respectively.
