During the Armenian-Azerbaijani negotiations, the sides agreed to exclude the article on unblocking regional communications from the draft peace agreement. However, according to Areg Kochinyan, the issue itself has not been pushed out of the context of discussion of the bilateral negotiations. “From the moment the demarcation-delimitation package was excluded from the peace agreement, it started being discussed in the format of deputy prime ministers. By the same logic, the issue of communications becomes a parallel negotiation process because they are also interconnected”. As a result, three parallel negotiation processes are formed: “demarcation-delimitation, communications, and the peace agreement itself”.

Referring to the “Zangezour Corridor” issue, the RCSP President noted that the problem and the danger arising from it exist. Still, formulations vary majorly from year to year among our opponents. Speaking about the correlation between the “Zangezur Corridor”, the Meghri Road, and the “Crossroads of Peace” project, A. Kochinyan notes that they do not contradict each other, “moreover, the Meghri Road is one of the components of the “Crossroads of Peace”. These are not mutually exclusive projects, but complementary”.
