Due to Azerbaijan’s direct attack in 2021 and large-scale invasion in 2022 against Armenia, the CSTO and Russia in particular have not fulfilled their alliance obligations, defined by Article 4 of the CSTO Treaty and bilateral treaty on friendship, cooperation, and mutual assistance,signed in 1997.
While definite political support was observed from the West to stop Azerbaijani aggression, deploy the EU monitoring mission and to start the negotiation process in Prague.
Russia, aiming to maintain its influence and control over the Southern Caucasus and particularly over Armenia, uses the Armenian-Azerbaijani conflict to serve its interests. Meanwhile, Armenia favors opening borders and enhancing them without giving up its territorial integrity to any other state.
