Where does Armenia stand in the infrastructure game?

One section of the only road connecting Armenia to Artsakh passes through territories now under Azerbaijani control. This could become a bargaining chip for Aliyev in pursuing his idea of ‘the same status in Lachin as in Meghri.’ At the same time, it must be noted that if the Armenia-Azerbaijan-Turke transportation routes remain closed, Armenia will be the primary victim. No other country in the region faces such severe blockade conditions as Armenia.

If this infrastructure remains closed, it implies that Armenia loses Artsakh yet continues to bear the cost of trying to maintain it, thereby hindering its own development prospects and, in the long term, once again appearing as the main sufferer.
