Press Conference: What Objectives Lie Behind Aliyev’s Preconditions for Amending the Armenian Constitution?

The Head of the Research Center on Security Policy, Areg Kochinyan, convened a press conference addressing the topic, “What Objectives Lie Behind Aliyev’s Preconditions for Amending the Armenian Constitution?”

“In this case, speaking about the amendment of the Armenian Constitution signifies, at best, a substantial postponement of the timeline for signing a peace treaty, and at worst, an outright cessation of the negotiation process aimed at achieving peace…”

“…Baku’s actions can be explained in two ways. The first is that Azerbaijan does not actually want any peace treaty and is preparing for new escalations and even military actions. The second option is that certain agreements have been formed between Russia and Azerbaijan during 2022-23, particularly in connection with Azerbaijan’s ethnic cleansing in Nagorno-Karabakh and the withdrawal of Russian peacekeeping forces. According to this agreement, Azerbaijan either will not sign the peace treaty or will delay its signing as much as possible, and if the process becomes inevitable, the signing will take place in Moscow, emphasizing Russia’s additional role in all this.”
